This is a locking vehicle dock that is designed to be used with the RAM-GDS-SKIN-SAM16U :: RAM IntelliSkin With GDS Technology For The Samsung Galaxy Tab A 8.0.
It is a spring loaded, quick release cradle with a keyed lock, and the integrated GDS Technology™ platform enables data and charging capabilities to the mounted tablet. So you can easily insert and remove your tablet, and keep it charged, without needing to remove the IntelliSkin cover.
